Let's rise the bar for EP candidates - thanks for promises but we sign contracts.
CONTRACT OF MANDATE
with a Candidate for Member of the European Parliament
Today ...... 2014 between ................................................... ID .................... candidate for MEP, hereafter referred as MANDATORY and .................................................................................... ID ...................... elector, hereafter referred as MANDATOR in person or as a chair of a meeting held on .... …... 20 ... in .................., ........................................ phone /e-mail ………………………….. both hereafter referred as PARTIES a CONTRACT was signed as follows:
1. No later than a month after his election as a MEP the MANDATORY shall submit and constantly uphold proposals to institute ALL POSSIBLE RIGHTS of EU citizens to directly exercise their sovereign power - legislative, executive, judicial and media - at European and national levels by a new EU Constitution approved by referenda in all Member States and drafted by an EU Convention after the widest possible public discussion in local assemblies and in particular:
1.1.The right of EU citizens to call pan-European referenda by signatures of 1% of all eligible voters in at least seven member states without restrictions in subject and no quorum for validity of result;
1.2. Right of EU citizens to call national referenda by the signatures of 2% of qualified voters in a given Member State without any restriction in subject and no quorum for validity of result;
1.3. Institute permanent civic assemblies in all polling sections /wards/ as places for open negotiation among voters of common issues and joint action at all levels;
1.4. Right of EU citizens to recall all elected public officials, incl. MEPs by signatures of 20% of all votes casted in their election;
1.5. Right of EU citizens to directly elect and recall prosecutors, judges and chiefs of local police departments;
1.6. Guaranteed right of access to all public information in all European and national public institutions;
1.7. Rights for EU citizens to access the airwaves and make the news in public media in the Union by a number of signatures.
1.8. Direct involvement of EU citizens in the management of public media at national and Union level, incl. civic observers chosen by lot from a pool of qualified volunteers;
1.9. Allow citizens to refer directly to constitutional courts;
1.10. Civic groups of observers selected by lot in all public institutions;
1.11. Right of legislative initiative for EU citizens at European and national level, with the signatures of 0.5 percent of all qualified voters and drafting the proposals in civic forums of 200-300 citizens selected by lot with expertise support;
1.12. Right of EU citizens to order Pan-European / national opinion polls on their questions by 10 000 / 1000 signatures.
1.13. Access to airwaves in all public media for all the alternatives supported by a number of signatures in public discussions at European and national level;
2. The MANDATORY resigns as MEP on request of 80% of the voters that have nominated him / her or 50% of the electoral quota;
3 . The MANDATORY coordinates all his decisions as MEP, incl. funds received in that capacity, expertise and staff with all the local assemblies of the citizens that have nominated him/her at monthly sessions and on-line.
4 . Upon breach of this contract the MANDATORY pays 2000 / two thousand / EUR to the MANDATOR.
5. The MANDATORY signs suh agreement with any willing citizens of the EU or asembly of citizens as far and as long is possible before the election.
6. The MANDATOR shall support by all legal means available to him the MANDATORY's efforts to establish the above mentioned rights and institutions.
